Making the Balls

So. You have a planet, or a planet-ruler asked you to create Balls?

Right. So, the first way to do it is to become a highest level Namekian Mage. You apply for guardianship and, if accepted, can create your own set. A staffie must approve them to make it balanced.

The other way is to go to Heaven, buy a kit, and ask a Namekian of any class or level to aid you. The set will be linked to that Namekian, and if he dies, the balls turn to stone.
Again, get approval.
